History of SPPOAC
SPPOAC was formed as the bargaining unit for State Park Rangers in 1979 and was affiliated with CAUSE (California Union of Safety Employees). The early years saw much needed jumps in pay and equipment. By 1984 the contracts had begun to lose negotiated language and in the late 1980's and early 1990's an internal power struggle within CAUSE resulted in the CAUSE president stacking the Board with non-uniformed affiliates. These were created for the sole purpose of controlling the Board. The Board then stripped the members of the power to ratify contracts. After the membership had voted NO on the 1988 contract, the CAUSE Board ratified the contract.

Beginning in 1988 there were three attempts to decertify CAUSE and to affiliate with another union. We resigned our affiliated status with CAUSE in 1992 (as did other uniformed affiliates). The 1992-1995 contract was approved by the votes of the non-uniformed affiliates of CAUSE and the uniformed members lost pay and language. These were the years of the Wilson administration and the non-hiring of new rangers resulted in reduced numbers of Rangers and Lifeguards in the field and slashed Department of Parks and Recreation operating budgets. Eventually even the other affiliates in CAUSE grew tired of all the bickering and financial improprieties of the CAUSE president and members of the Board and ousted the President and other in 1994. Several more years elapsed before SPPOAC re-affiliated with CAUSE in 1996. During this time, there was much fence mending done by the SPPOAC board. From the expiration of the contract in 1995 until the end of the Wilson administration in 1999, we worked out a contract.

From rags to riches, we became one of the powerhouses in CAUSE and our 1999-2001 contracts improved conditions considerably. The long sought after incentive package was approved in the 2001-2003 contract. The 2004 proposal was slightly delayed due to the budget crisis, recall, etc. The contract was ratified by the membership. It is the culmination of many years of hard work and will free us from pay negotiations in the coming years.
